Funding Opportunity: Mobility Services for Older Adults & People with Disabilities

2027-2029 FTA Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Formula Fund Grant Solicitation

The Oregon Department of Transportation’s Public Transportation Division published applications and funding estimates for the following grant programs:

  • Enhanced Mobility of Seniors and Individuals with Disabilities (FTA Section 5310) Rural Apportionment.
  • Enhanced Mobility of Seniors and Individuals with Disabilities (FTA Section 5310) STBG Apportionment.

The 5310 federal grant program offers funding for public transportation projects including capital, purchased service, and mobility management projects that benefit older adults and people with disabilities. As the designated Lead Agency for Lane County, LTD is responsible for coordinating the local solicitation and convening the Statewide Transportation Improvement Fund (STIF) Advisory Committee to review applications (date and time TBD). The STIF Committee will make recommendations for awards to the LTD Board of Directors at the May 20, 2026, regular Board meeting. Applicants must be qualified and projects must be listed in the Lane Coordinated Public Transportation Plan 2019 Update.

There are two applications that must be submitted by Friday, April 10, 2026, by 5:00 p.m. PDT:

Subrecipient Application

LTD is requiring all 5310 Fund applications to be submitted no later than Friday, April 10, 2026, by 5:00 p.m. PDT.
Applications submitted after the deadline will not be considered for funding. APPLICATIONS MUST BE SUBMITTED USING THE “SUBRECIPIENT APPLICATION ” available on ODOT’s website.

Supplemental Information

In addition, LTD is requiring supplemental information to be submitted directly to and received by LTD by 5:00 p.m. PDT on April 10, 2026.

LTD is also an applicant for these funds to support and provide the federally-required ADA paratransit service known as RideSource. LTD is eligible to receive all of the funds in this allocation.

Funding Requirements

At a minimum, all projects must be listed in the Lane Coordinated Public Transportation Plan to be considered.

Eligible recipients are counties, mass transit districts, transportation districts, transportation service districts, Indian tribal governments, cities, councils of government, and private nonprofit organizations. Private for-profit companies are not eligible for this program and may only participate as vendors with service contracts or agreements with eligible recipients. ODOT Portal (Required)

  • All applicants shall complete the “sub-recipient” application form located on ODOT’s website and linked above. DO NOT complete the Lead Agency application that is for LTD’s purposes only.
  • Sub-recipient applications shall be submitted no later than April 10, 2026, by 5:00 p.m. PDT.
  • Applicants shall provide the following information for the “Lead Agency” section of the subrecipient application:
