LTD’s budget is funded through a combination of fares, taxes paid by local employers and employees, and from state and federal sources. The following financial documents show how LTD balances its resources and requirements to provide transit services. For documents from previous years not listed below, please either submit a public records request or search for records online .
Annual Budget
LTD’s fiscal year begins every July 1 and ends every June 30. Through a process of performance analysis, independent auditing, forecasting, budget committee discussion, and public comment, the LTD board of directors adopts an Annual Budget before each new fiscal year.
Language translations of the Annual Budget are available upon request. Email LTD@LTD.org to request translation.

Financial Reports
Oregon Statutes require LTD to publish a complete set of financial statements independently audited by a firm of licensed, certified public accountants. This document is called the Annual Comprehensive Financial Report. For your convenience, LTD offers Annual Reports on our website for the past five years. For information outside this date range, please submit a public records request.

Community Investment Plan
The Community Investment Plan (CIP) is a ten-year framework document that provides direction on LTD community investments. The plan helps facilitate the efficient use of LTD’s financial resources and implement regional priorities that anticipate the need for public transportation in the future.
Long Range Financial Plan
The Long Range Financial Plan (LRFP) is one of three key documents, developed with community input, which provides information LTD needs to develop a proposed budget and the timing of community investment projects. The LRFP projects the anticipated resources and expenditures over a 10-year period and at its core aligns financial capacity with the objectives outlined in LTD’s Strategic Business Plan.
Monthly Performance Reports
Each month, LTD reports performance data to the board of directors. This performance report tracks important data, such as ridership, revenue hours, maintenance cost per mile, operator counts, and more.
