LTD engages in procurement using established methods following specific rules and standards.

LTD’s acquisition goals are to:

  • Obtain maximum value for each tax dollar spent.
  • Provide for public confidence in the procurement procedures followed by LTD, based on fair and open competitive bidding methods.
  • Make purchases in strict compliance with all applicable state and federal laws and rules.
  • Ensure fair and equitable treatment of all persons who deal with LTD’s procurement system.
  • Maintain ethical conduct by following an agency-wide conflict of interest and ethical conduct policy, which establishes that officers, managers, employees, or agents of LTD will neither solicit nor accept gratuities, favors, or anything of monetary value from contractors, potential contractors, or parties to subagreements.

Procurement Methods

  • Informal Quotes (IRFQ) – goods and/or services under the current expenditure authority for small purchases. These may be awarded using either competitive negotiation, or low-bid methods.
  • Requests for Qualifications or Requests for Statements of Qualification (RFQ or RFSOQ) – used in complying with Brooks Act requirements for architectural/engineering services (leading to construction).
  • Requests for Proposals (RFP) – goods and/or services for which clear specifications are not readily available and for which qualifications, in addition to price, will factor into the scoring and selection process. RFP’s are considered competitive negotiations. Proposals are not publicly opened and results are revealed after the process is finalized.
  • Invitations for Bid (IFB) – goods and/or services for which the District intends to award a contract or contracts to the lowest priced responsive and responsible bidder. Bids are opened publicly.
  • NOTE: LTD maintains the right to terminate any procurement without award, reject any or all responses received, and waive irregularity in any quote, bid, or proposal.

Bidding Opportunities

Vendor Registration

LTD uses the B2GNow web-based procurement portal to manage its solicitation and contracting processes.  All formal solicitations and some small purchase processes are conducted through this portal.

Vendors, contractors, and consultants are encouraged to visit the site and view any current solicitations.  In order to download and participate, however, registration at the site is required.  Registration is free to vendors, and registration is only required once.  When a vendor’s registration is complete, the vendor can participate in any solicitation he/she chooses by submitting the required quote, bid, or proposal.

During the registration process, vendors are asked to provide company and contact information, as well as choose the appropriate NAICS codes that classify the type of services and/or goods the company is able to provide.  When LTD posts a new solicitation, staff chooses NAICS codes that apply to the types of goods and/or services sought, and any vendors registered under those same NAICS codes receive an e-mail notification to login to the site and download the newly posted documents.  Likewise, when addenda or other notifications are posted for an open solicitation, the vendor receives notifications that those are available for download at LTD’s eBid site.

LTD’s Materials Management Department continues to conduct some small and/or routine purchases outside of the eBid system.  For the provision of miscellaneous repairs, services, parts and supplies, including inventory items, vendors may express their interest in being included in these processes by emailing Bids@LTD.org or calling 541-682-5555.

Your Responsibility as an Offeror

Prior to submitting any offer to LTD in response to a solicitation, offerors must carefully read all specifications, scopes of work, and be aware of the stated terms, conditions, and obligations within the solicitation. All of these documents are considered part of the final contract(s) to be awarded and the successful offeror(s) will be expected to comply. Each solicitation is unique, and each one should be carefully reviewed on its own merit.

Responses should be complete and concise, following all directions included in the solicitation documents. If forms and/or certifications are included, they must be completed and provided as part of the response. Offers must be delivered in the method described by the solicitation, prior to the due date and time specified. LTD cannot consider late offers, and any responses received after the due date and time will be returned unopened, except to the extent necessary to identify the sender.

Surplus Disposal

Lane Transit District disposes of most surplus vehicles and large equipment through Lane County public auction held each fall.

Lane Transit District disposes of other miscellaneous goods through eBay . The seller listing name on eBay is “lanetransitdistrict”.

Disadvantaged Business Enterprise Program

Partnering with minority and women-owned businesses.
LTD established a Disadvantaged Business Enterprise (DBE) Program to create a level playing field where small businesses, owned by minorities and women, can compete fairly for contracts and subcontracts relating to the District’s construction, procurement, and professional services activities. In accordance with regulations of the U.S. Department of Transportation, the District ensures nondiscrimination on the basis of race, color, sex, or national origin in the award and administration of the U.S. Department of Transportation-assisted contracts.

Disadvantaged Business Enterprise (DBE) Goal for Federal Fiscal Year (FFY) 2026-2028

Lane Transit District (LTD) has prepared its final overall Disadvantaged Business Enterprise (DBE) goal in accordance with 49 CFR Part 26.45(g) for the triennial period between October 1, 2025, through September 30, 2028.

LTD proposes to set its overall DBE goal of 0.82% for anticipated participation in FTA-assisted projects during the triennial period.
