The River Road and Highway 99 Corridor Study will evaluate how to make key transit corridors in Eugene safer, more reliable, and better connected for everyone.
The project focuses on three core goals:
- Improve transit speed and reliability through tools such as bus lanes, bus-and-turn lanes, and enhanced intersection controls.
- Enhance transit access and active transportation safety through improved crossings, better bikeways, and accessible facilities.
- Identify broader corridor safety and comfort improvements, such as medians, roundabouts, street lighting, and intersection upgrades.
Using traffic analysis, safety evaluation, community engagement, conceptual design, and high-level engineering, the project will produce an implementable corridor plan aligned with local and regional goals for safety, equity, and long-term growth.
Outcomes & Community Impact
This project will support safer, more connected, and more reliable transportation options for people traveling along some of Eugene’s most important corridors. Expected benefits include:
- More reliable transit trips through improved operations and corridor design.
- Safer streets for walking, biking, and rolling, due to improved crossings and bike facilities, and reduced speeding.
- Stronger connections to jobs, schools, neighborhoods, and services along River Road and Highway 99.
- Transportation designs that support local businesses and future growth, improving comfort, visibility, and corridor vitality.
- Closer alignment with City and regional plans, including Envision Eugene, Eugene 2035 Transportation System Plan, MovingAhead, Vision Zero, and neighborhood plans.

This project is funded by a $350,000 Federal Transit Administration grant.
Summary
LTD and the City of Eugene are launching a study to make key transit corridors, River Road and Highway 99, safer, more reliable, and easier to travel for everyone.
