River Road Passenger Safety Improvements

Active

Date Created:
Summer 2026

A city bus marked "51 Santa Clara" and several cars wait at a traffic light near a highway overpass with signs for Beltline Hwy. East and Eugene.

The River Road Passenger Boarding Safety Project is a partnership between the City of Eugene and Lane Transit District to improve safety and accessibility at three bus stops along River Road as part of the City’s repaving project. The project will redesign and reconstruct stops near US Bank, Santa Clara Square Shopping Center, and Santa Clara Animal Hospital using floating bus stop designs, which place bus boarding areas next to the travel lane while routing bicycle traffic behind the stop. These improvements are intended to reduce conflicts between buses, people biking, and motor vehicles, creating a safer and more comfortable experience for transit riders and all roadway users.

What will this project do?

The River Road Passenger Boarding Safety Project is a partnership between the City of Eugene and Lane Transit District (LTD) to improve safety and accessibility at select bus stops along River Road. As part of the City’s River Road repaving project, existing LTD bus stops will be redesigned and reconstructed to reduce conflicts between buses, bikers, and motor vehicles.

The project will implement floating bus stop designs, which place the bus boarding area next to the travel lane while routing bicycle traffic behind the stop. This design improves passenger safety, enhances accessibility, and supports safer, more predictable interactions for all roadway users.

Budget

LTD is providing funding to support the design and construction of the bus stop improvements as part of the broader River Road repaving project.

Project funding will support:

  • Design and construction of two floating bus stops and improvements to a third
  • Adjustments to protected bicycle lanes
  • Coordination, review, and oversight to meet Statewide Transportation Improvement Fund (STIF) requirements

Final costs may vary based on design refinement, regulatory requirements, and construction bid prices.

Outcomes & Community Impact

The River Road Passenger Boarding Safety Project is expected to:

  • Improve safety for transit riders boarding and departing buses
  • Reduce conflicts between buses, bikers and vehicles
  • Improve accessibility and comfort at high-use bus stops
  • Support safer, more intuitive street design along River Road

These improvements will benefit transit riders, people biking, pedestrians, and drivers traveling through the corridor.

What We Heard

Through previous planning and corridor discussions, community members and transit riders have emphasized:

  • The need for safer boarding areas along busy streets
  • Better separation between buses and bicycle traffic
  • Improved accessibility at bus stops

The floating bus stop design directly responds to these concerns using proven safety practices.
