What does this strategy do?

This project and resulting strategy help LTD to:

  • Understand transportation needs and gaps in transportation services
  • Understand how LTD can be most effective in supporting new transportation services and programs
  • Define a process for making decisions about LTD’s role in new (non-fixed route) transportation options
  • Establish a list of potential transportation projects to implement in the short term

LTD’s Mobility Management Strategy outlines how the District will expand transportation options by partnering with public agencies, private providers, and community organizations. As travel needs and technologies evolve, the Strategy helps LTD fill service gaps, improve connections to fixed-route transit, and offer more flexible options, especially for underserved groups. Through coordinated planning and pilot projects, LTD aims to build a more connected, equitable, and convenient mobility network that helps people reach jobs, housing, services, and opportunities across Lane County.

A key component of the Mobility Management Strategy is a Pilot Guide, which sets a standard for how LTD approaches pilot projects. This process outlines steps from ideation through planning, implementation, and evaluation. By following the outlined steps, LTD can make an informed decision on whether or not to discontinue the program, implement the program, or transition the program to another partner. Pilot projects are crucial to understanding how services and programs impact the community and the resources required to sustain them.
