The Phyllis Loobey Operations Command Center (OCC) is a new, state-of-the-art facility that strengthens the safety, reliability, and efficiency of Lane Transit District’s transit system. Funded through an $11 million Federal Transit Administration investment, the OCC expands LTD’s administrative building to centralize operations dispatch, public safety coordination, operator reporting, training simulators and classrooms, and operator support amenities. By bringing critical functions together and leveraging advanced technology, the OCC improves real-time decision-making, enhances rider and operator safety, and supports dependable transit service for the Lane County community for decades to come.
What will this project do?
Lane Transit District (LTD) has completed the Phyllis Loobey Operations Command Center (OCC) to strengthen the safety, reliability, and efficiency of transit service across Lane County. The OCC centralizes critical operational functions into a centralized, modern facility. This allows LTD to better support riders, bus operators, and staff while preparing our systems for future growth.
Uniting dispatch, public safety coordination, training, and operator support functions, the OCC serves as the backbone of LTD’s system. Ensuring safe, responsive, and sustainable transit service for decades to come.
Budget
The Operations Command Center represents an $13 million investment funded by the Federal Transit Administration (FTA).
This federal investment supports:
- Construction and expansion of LTD’s administrative facilities
- Advanced dispatch and safety technology
- Training and workforce support services
As a federally funded project, the OCC reflects a shared public investment in the region’s transportation infrastructure.

Status Updates
Current Status: Facility open and fully operational
The Operations Command Center is now supporting daily transit operations throughout the LTD system.
